Health Literacy From Theory to Action Present by Prof Don Nutbeam 9th AHLA conference 12-15 May 2024 at Phuket Thailand Transitioning Health Literacy from Theory to Practice This framework divides health literacy into three progressive levels — Functional, Interactive, and Critical — to enable individuals to make effective health decisions. A core emphasis is that health literacy does not depend solely on individual skills. It also requires the development of Health Literate Organizations (HLOs) that reduce system complexity and improve communication clarity. A key strategy is shifting from one-way information delivery to interactive, engagement-based learning, building confidence among audiences across all age groups. The framework also promotes creative use of digital media and fosters collaboration between healthcare providers and the public to address misinformation in the online environment. Ultimately, the primary goal is to enable people to access, understand, and critically analyze health information — leading to sustainable self-health management and reduced costs across the broader public health system.
